Is stevia safe?
- EU & WHO/JECFA: permitted; daily limit 4 mg/kg body weight — EFSA declined to raise it in 2024
- US FDA: purified steviol glycosides fine; whole leaf and crude extracts are not permitted
- India (FSSAI): permitted in specified categories — but not in chocolate since a 2023 clarification

What is stevia?
- A sweetener made from compounds called steviol glycosides, originally from the leaves of Stevia rebaudiana
- 200–350 times sweeter than sugar by weight, with effectively zero calories
- The plant is the origin story, not the ingredient: food-grade stevia is purified to at least 95% steviol glycosides
- Newer types — notably rebaudioside M — are made by fermentation or enzyme conversion rather than extracted from leaves
- Label names: stevia, steviol glycosides, E960, E960a–d, INS 960, Reb A, rebaudioside A, rebaudioside M
Which foods contain it?
- "Zero sugar" and "diet" soft drinks, often blended with other sweeteners
- Table-top sweetener sachets and spoonable tubs
- Flavoured yoghurts, dairy drinks and desserts
- Protein powders, bars, ready-to-drink shakes and sports drinks
- Sugar-free chewing gum, mints, jams and breakfast cereals
- In India: common in "no added sugar" beverages, dairy drinks and diabetic-marketed products — look for INS 960 on the label. It is not permitted in chocolate or imitation chocolate

Why do regulators disagree?
- They agree on the safety of the purified extract. The 4 mg/kg ADI is common ground — this is not a titanium dioxide-style split
- They disagree on what counts as "stevia". The FDA permits the purified glycosides and not the leaf. A herbal tea and a diet drink are two different regulatory objects
- They disagree on headroom. Industry asked EFSA to raise the ADI up to fourfold; EFSA said no in 2024 and pointed at toddler intakes — a live argument, not a settled one
- They disagree on where it belongs. FSSAI's chocolate exclusion has no equivalent in the EU or US
- Safety and benefit are different questions. WHO's JECFA sets the safe limit; WHO's nutrition guidance separately says don't rely on it to lose weight. Both are WHO, and they are not in conflict
- What research is still unresolved: effects on gut bacteria. Studies point in different directions, no regulator has acted on them, and we won't pretend otherwise
The label problem nobody talks about
- Stevia is so sweet that a serving needs only milligrams — so packaged products bulk it out with a carrier
- Usual carriers: erythritol, maltodextrin, dextrose — sometimes 95%+ of the sachet by weight
- So a "stevia" sweetener can be mostly something else, and that something else has its own profile: maltodextrin raises blood sugar quickly; EFSA has set a daily limit for erythritol
- Blends with sucralose or acesulfame K are also common in "stevia-sweetened" drinks
- The front of the pack says stevia. The ingredients list says what you're actually eating
- Steviol glycosides (E960) are a medium-risk flag in LabelCop — in the sweeteners group
- Not flagged for a restriction on safety grounds: regulators permit it, and the card says exactly that
- Flagged because of the WHO's 2023 advice against relying on non-sugar sweeteners, and because it marks a product as engineered for sweetness

Frequently asked questions
Is stevia natural?
The sweetness starts in a plant, but what goes into food is not a leaf. E960 is purified to at least 95% steviol glycosides, and newer forms such as rebaudioside M are produced by fermentation or enzyme conversion. Regulators treat it as a food additive, not a herb.
Why is whole-leaf stevia not allowed in the US?
The FDA separates the purified glycosides from the raw plant. Purified steviol glycosides at ≥95% purity have cleared more than 60 GRAS notices without objection since 2008. Whole leaf and crude extracts are not approved food additives and are not GRAS, on grounds of insufficient toxicological data.
How much stevia is too much?
The ADI is 4 mg per kg of body weight per day as steviol equivalents — around 240 mg a day for a 60 kg adult. EFSA reviewed a request to raise it to 6 or 16 mg/kg in 2024 and found insufficient justification to do so.
Is stevia banned in chocolate in India?
FSSAI's November 2023 advisory clarified that INS 960 is not permitted in cocoa and chocolate products or imitation chocolate. It stays permitted in other specified categories within prescribed limits.
Does stevia help with weight loss?
The WHO's 2023 guideline advises against using non-sugar sweeteners — stevia included — for weight control or to reduce disease risk, based on low-certainty evidence of no long-term benefit. It does not apply to people with pre-existing diabetes. That is advice about benefit, not a safety restriction.
Why does my stevia sweetener contain erythritol or maltodextrin?
Because milligrams of stevia are enough. Carriers make up the volume, most often erythritol, maltodextrin or dextrose — often the majority of the product by weight. Scan the ingredients list rather than the claim on the front.
