Is saccharin (E954) safe?

What is saccharin?
- The oldest artificial sweetener still in use — discovered in 1879
- Roughly 300–500 times sweeter than sugar, with no calories
- Common in tabletop sweeteners, sugar-free drinks and confectionery
- Label names: saccharin, sodium saccharin, saccharin sodium, E954, INS 954

- Tabletop sweetener sachets and tablets
- Sugar-free and "diet" soft drinks and squashes
- Sugar-free confectionery, chewing gum and mints
- Some baked goods, jams and sauces labelled "no added sugar"
- In India: FSSAI permits saccharin sodium in specified categories with product-specific caps — including soft drinks, traditional sweets, confectionery, chewing gum and pan masala. Look for INS 954 or "saccharin sodium" on the label
The un-banning: a short history
- 1970s: rat studies link high doses to bladder tumours
- 1977: the US FDA proposes a ban; the US Congress instead keeps saccharin on sale with a mandatory cancer warning label
- 1999: the WHO's cancer agency (IARC) reclassifies saccharin to Group 3 — not classifiable as carcinogenic to humans — because the rat bladder mechanism doesn't apply to people
- 2000: the US National Toxicology Program removes saccharin from its Report on Carcinogens; US federal law repeals the warning label
- 2024: EFSA re-evaluates E954 and raises the acceptable daily intake — concluding the newer studies raise no genotoxicity concern
- Saccharin is the clearest example on the shelf that regulators do change their minds — in both directions

Why do regulators disagree?
- They mostly don't — on cancer. EFSA, the FDA, IARC and the NTP now broadly agree the 1970s bladder-cancer findings don't apply to humans
- The live split is "safe" vs "worth eating". EFSA answers "does this dose harm you?" — and raised the limit. The WHO's 2023 guideline answers "does replacing sugar with sweeteners help you?" — and says no, don't rely on them
- One open question: EFSA could only evaluate saccharin made by the standard manufacturing process; for an alternative process it identified a genotoxicity concern from potential impurities and had no data to assess it

Does saccharin cause cancer?
The concern came from 1970s rat studies. IARC reclassified saccharin to Group 3 (not classifiable as carcinogenic to humans) in 1999 because the rat bladder mechanism doesn't apply to people, the US NTP delisted it in 2000, and EFSA's 2024 re-evaluation found no genotoxicity concern. No major regulator currently treats saccharin as a carcinogen.
Is saccharin banned anywhere?
No major regulator currently bans it in food. The closest it came was the FDA's 1977 ban proposal, which the US Congress overrode with a warning-label requirement — itself repealed in 2000.
Why did EFSA raise the safe limit in 2024?
New studies allowed EFSA to set the acceptable daily intake at 9 mg/kg body weight per day, replacing the 1995 limit of 5 mg/kg. EFSA found no genotoxicity concern and that even the highest consumers stay below the new limit.
Is saccharin the same as Sweet'N Low?
