Why do regulators disagree?
- The dispute is about nanoparticles. A fraction of E171 particles are nano-sized
- The question: do they accumulate in the body — and can accumulated particles damage DNA?

- JECFA (WHO) and FDA: oral absorption is very low → no identified dietary risk

Is titanium dioxide banned in India?
No. FSSAI permits INS 171 in specified foods within prescribed limits. It has been banned in EU food since August 2022.
Why did the EU ban it but the US didn't?
EFSA judged that DNA-damage risk from accumulated nanoparticles couldn't be ruled out and acted on precaution. The FDA and WHO's JECFA weigh the same evidence as showing very low absorption and no identified dietary risk. The FDA is currently re-reviewing it under an accelerated process started in May 2025.
Which label names should I look for?
Titanium dioxide, E171, INS 171, or CI 77891 — most common in bright-shelled sweets, gum, marshmallows and white icings.
Is it the same as the titanium dioxide in sunscreen?
Same compound, different exposure. The food question is about swallowing nanoparticles; sunscreen is skin contact, where it's generally considered safe. The IARC 2B classification applies to inhaling the dust, not eating or wearing it.
